2024 May Revise Summary: UC Labor Center Proposed $13 million budget cut

The state already passed an early action budget package that included $17.3 billion in cuts. According to the Governor’s May Revise summary the remaining budget deficit is $27.6 billion. Important programs face cuts including the Health Care for Striking Workers fund, our Union HRTP training programs. Including the UC Labor Centers and significant cuts to the state workforce through the elimination of vacant positions.

Reductions, Eliminations & Delays 

UC Labor Centers: Elimination of $13 million in on-going funding to UC Labor Centers. Would result in closing the 9 new centers and a reduction in a quarter of the budget for UCLA, UCB, Merced. 

State Workers: 

A total of $3 billion in reductions for “leaner government” in departmental cuts, vacancy elimination and the increased use of AI & technology.  

Reduction of 7.95% for “nearly” all department budgets in personnel, operating costs, & contracting, 

Reduction of $1.5 billion in vacant positions savings, resulting in the permanent elimination of 10,000 vacant positions in 2025-26 and on-going. This is a permanent reduction in the size of the state workforce.  

Reduces trial court operations by $97 million, probably eliminating courts jobs. 

Child Care: Pauses the addition of 119,000 childcare slots resulting in a savings of $489 million.

Public Health: Eliminates $52.5 million now and $300 million on-going from state and local public health departments.

Healthcare Workforce: Eliminates $600 million total from 2023-25 for health care workforce programs including Song-Brown, social work and nursing programs.

IHSS: Eliminates the IHSS expansion coverage for disabled and senior undocumented immigrants.

School Facilities: Reduces the Transitional & Full-day kindergarten facilities grant program by $550 million.

CalWORKS: Cuts $174 million from CalWORKS mental health & home visit programs. 

California Department of Corrections and Rehabilitation Housing Unit Deactivations—An ongoing reduction of $80.6 million General Fund to reflect the deactivation of 46 housing units across 13 prisons, totaling approximately 4,600 beds. 

Women In Construction—Reducing $10 million on an ongoing basis which would result in the elimination of the program. 

California Jobs First/CERF: Cuts $50 million annually for three years. These were the funds we were proposing to shift to support HRTPs.

Medi-Cal Share of Cost Reform & Continuous Medi-Cal Coverage for Children Aged 0 through 4  

Child Support Pass-Through to Currently Assisted CalWORKs Families  

California State Student Aid Commission – Cal Grant Reform Act & California Community College Cal Grant Expansion Program 

Victim Compensation Program
