We are the region’s leading labor organization, representing over 90 unions and 400,000+ families across Riverside and San Bernardino counties. We build worker power across sectors and elevate working conditions for all through direct action and education, organizing, workforce training, and strategic partnerships.
The Inland Empire Labor Council is the largest California Labor Council geographically, with 27,269 square miles with 133 cities, several unincorporated communities, including School Boards and multiple Water Boards, in addition to nine Congressional Districts, seven Senate Districts and fourteen Assembly Districts all in our jurisdiction.

Ricardo Cisneros
Executive Secretary-Treasurer
Brings a wealth of experience, started as an active rank & file member of AFSCME Local 3299, gained more external organizing experience with AFSCME International and helped rebuild UDW/ AFSCME Local 3930 to the powerhouse it is now, before taking Leadership at the Inland Empire Labor Council.

Celene Perez
Chief of Staff
Chief of Staff, with over 20 years of experience organizing and empowering workers and community members. Her current focus involves leading projects such as local Community Benefit Agreements.

Kamila D. Williams
Financial Manager
Financial Manager, brings over 18 years of experience in the Labor Union industry. She has been a staunch advocate for and to the growing acceptance of women of color in the Labor Movement.

Caleb Ragan
Policy Director
Caleb Ragan is an experienced political professional with a proven track record of building grassroots electoral movements and navigating the policy-making process to deliver legislative successes impactful for working families in the Inland Empire. In his free time, he likes to go on hiking trips with friends or hang at home with his tabby cat, Leo McGarry.

Gabriela Clatenco
Special Projects Director
Gabriela began her journey at the IELC as a fellow for the Inland Empire Labor Community Center. Her dedication and hard work has earned her a permanent seat at the IELC as our Special Projects Director.

John Mitchell
Office Manager
Office Manager and former council member for the city of Colton, is responsible for ensuring the smooth operation of projects and events.

Frankie Aguilar
Communications Coordinator
Communications Coordinator, is dedicated to social change through cultural approaches using media and art. They have made strides in various spaces, including cultural, LGBTQ+, and immigrant rights.

Eric Guerra
Communications Associate
Eric is the newest member of the Communications department. Similarly to Gabriela, he was first introduced to the Labor Council as a Labor Summer Fellow through UCR’s Inland Empire Labor and Community Center. Formally trained as a historian, Eric is excited about using organized labor’s past to cement its present, and build its future.
